Cornwall Marine Network has a new exciting opportunity to join our Clusters ESF Project Manager and new team to become the Business Skills Adviser to small businesses on the new ESF Clusters project. As a Business Skills Adviser, you will proactively engage with SME employers to undertake assessments of their current and emerging skills and training needs and identify and propose training solutions. This includes working with employers to identify Apprenticeship vacancies to be served by CMN and supported by our subsidiary company, the Cornwall Apprenticeship Agency. The successful applicant will be responsible for liaising with ESFA accredited Training Providers. You will be responsible for identifying skills needs in the Cornwall Marine, Manufacturing and Retail (Cornwall BID Members) sectors. Your contribution to the ESF Clusters capacity building project will ensure we better develop local skills support to employers across Cornwall. Duties will include impartial advice to employers and creating Company Training Plans; supporting employers with Apprenticeship vacancies; responding to skills enquiries from employers; representing CMN at meetings and sharing progress to inform project reports. Refer Employers to the best sources of training provision to meet the identified vacancy needs, to empower Employers to make informed decisions. To proactively engage with individual businesses and promote the benefits and return on investment of employing Apprentices Support employers with Apprenticeship vacancies to utilise the recruitment and employment support of the Cornwall Apprenticeship Agency, and / or the work trial support of the Cornwall Marine Academy In particular, highlight to employers the reduced risks and reduced costs associated with the CAA solution for recruitment and employment of apprentices Inform future training provision in Cornwall by identifying the current and emerging skills needs and barriers to engagement with skills faced by SME businesses. Work with CMN colleagues to innovate skills solutions that overcome the barriers faced by SME businesses. To explain to Employers, gain agreement and formal authority of a Commitment to Service Agreement to engage the Employer with the CAA To respond to skills business leads generated by CMN, CAA and CMA marketing and referral activities and to self-generate business leads and arrange company engagement discussions Contribute to the outputs and outcomes and agreed monthly targets as part of the ESF Clusters project, including number of businesses engaged, company training plans completed and new Apprenticeships created. To represent CMN at meetings, events and discussions with businesses and organisations across Cornwall (and if required the UK and Europe), acting as an Ambassador for CMN and the Clusters programme, whilst projecting the positive company ethos and business-first culture of the CMN services Preparation of information for management reporting and project monitoring purposes To promote a culture of learning and professional development with employers and businesses engaged on the project To promote CMN’s wide range of skills training funded programmes to support local employers Support the development of a ‘sense of marine community’ in Ports and marine clusters around Cornwall To identify and develop opportunities to engage with and support employer representative groups to develop new training and Apprenticeship engagement models Explore additional opportunities of grants and funding for training and skills for the marine sector Undertake other duties, commensurate with the grade, in relation to this post Person Specification Essential Criteria: A minimum of 5 year’s experience in a hands-on employer focused training environment Excellent track record in engaging employers and implementing business skills solutions including Apprenticeships Demonstrate an understanding of the Apprenticeship Reforms and the requirements on Levy and Non-levy employers Good knowledge and understanding of the Apprenticeship landscape and training in Cornwall Excellent customer orientated interpersonal skills with the ability to ignite passion for skills and Apprenticeships within business owners Sound understanding of Education Skills Funding Agency Funding Rules, European Social Fund and Apprenticeships Ability to work to tight deadlines as part of a close-knit team Own reliable transport with full clean driving licence. Person Specification

  • To undertake continuous professional development in accordance with need identified by
    mutual agreement with your line manager
  • To act as a role model, deploying the CMN Code of Conduct throughout every aspect of your job role

This role is part funded through the ESF Clusters Project which is supported by an investment from the European Social Fund until 2020. This project seeks to actively engage employers in the co-design, development and piloting of training and apprenticeships to enhance the relevance of skills provision for local businesses across Cornwall and the Isles of Scilly. This project will support delivery of the Local Enterprise Partnerships strategic priorities through development of new approaches to employer-led skills and training needs, thereby increasing business engagement and uptake of skills provision.
