Invitation to Tender for Framework freelance tutors and assessor, consultants and training providers

As you may be aware, CMN has secured project funding through the European Structural and Investment Funds (ESIF) for a project named Employer Led Skills (ELS). The project will provide a strategic approach to addressing identified skills gaps across Cornwall & Isles of Scilly through delivery of business-led programmes designed to upskill the workforce.

In order to effectively deliver the Employer Led Skills (ELS) programme, and in preparation for delivery of future ESF funded projects, CMN intends to procure a training framework that brings together a package that can be selected from dependant on employer need. The benefit of creating a framework is that the procurement process to contract tutors and training agencies to deliver is completed once at set up and is not required to be completed for each piece of training/learning requested. Ultimately, this will mean that we are able to respond to business need in a timely fashion using the skills of the tutors and trainers signed up to the framework.

We are keen to keep you up to date with CMN’s training offer and value the fact that there exists a rich body of training and development opportunities that could be offered by our members. As well as advising you of our work, we would therefore also like to alert you to the Invitation to Tender that will be released shortly; we encourage any organisation who offers training and development to respond by submitting a proposal for inclusion on the framework.

To provide an overview of the detail required from you to join the framework:

  • Information about the training your organisation delivers/could deliver
  • Your capacity for delivery – how many courses per week/month and at what level the training is (lv 1 or 2, beginner/intermediate/advanced)
  • Whether the training offer will result in accredited or non-accredited learning
the geographical locations where you can deliver (if not online) – North, Mid or West Cornwall, and IoS
  • The duration of each course/training package
  • The cost of each course/training package

The formal Invitation to Tender can be found here on CMN’s website and on the national Contracts Finder database.

The contract specification that will be included in the Invitation to Tender provides more detail regarding the ELS project, the spread of training that is wanted and the information that needs to be provided. It also explains the process for submitting an application for inclusion on the framework.

The deadline for submissions is 5pm 8th January 2021.

If you have any questions about the project or regarding a framework application please contact Vicky Peters – vicky.peters@cornwallmarine.net .
